Sidestepping the whole "is it really racist?" thing, it certainly qualifies as conduct detrimental to the league IMO to have a star player threatening to punch a GM over league and NFLPA approved fines for listed infractions. So yeah, if the league wants to be taken seriously, they should at least pop him on the Commissioner's Exempt list and investigate.
