Ok so this will clear up the Star stuff.  If he is cut with Post June 1.  Bills will carry his cap hit until then and frees up 4.1M on June 1.  That will help with Draft Picks and in season management.  So Star JUST might be your allocation for the draft picks.

If so didn't know designating a post June 1st cut allows that

Yes allows the player to be a free agent today.  Team saves more money by designating it June 1 but wont get the actually money off the cap til June 1.  Saves players from being cut after FA and draft.  Gives the player a better chance at more money and opportunities.

And Cleveland is notorious for not using talent.  Hooper was a highly sought after TE before going to Cleveland. 

 

Great to see an addition yo the TE market because prior to this there was only Gronk and I think the odds of us landing him dropped significantly with the TE dollars going up and Brady coming back.

Any proposal with a coin flip is bad.

Dude is 236 pounds and runs in the 4.4s, was productive filling in for Henry. 

 

1 year $2M.

Foreman "ran" in the 4.4s back before he tore his achilles, highly unlikely he's close to that anymore. He did fill in well for Derrick Henry, but without the Titans run-heavy system, he's just an average backup RB in my opinion. $2M sounds about right.
