Has to be helmet to helmet or leading with the helmet. Players have learned to hit with the shoulder. That hit on Stafford seemed late and could've been called roughing, though. The first hit on Stafford is legal but if that was Mahomes it was late but the 2nd hit that slams him down to the ground is way late and dirty. Stafford looked concussed when he hit the ground.
