It wasn't like they were trying to rush the FG team on with 8 seconds and no timeouts. They had 20 seconds. If the clock would've kept running, they'd have kicked it because they have nothing to lose at that point. Once you call the TO, then if they miss it, they're giving the ball to Josh Allen at midfield with about 15 seconds and 2 timeouts. Pretty much automatic points for the Bills at that point. You let the clock hit 3 and you attempt the kick with no risk. Bills call a TO and the Bucs have that risk. You give the Bills the ball back at midfield.
