I don't think the league cares. 2013 I believe was before some of the current emphasis on avoiding head to head hits - as I understand it new rules were implemented in 2018. So the league will say "this was before the increased emphasis on avoiding helmet to helmet hits, the standards have changed" The other issue is this involved the QB, who gets his own special protections vs. an OL or DL. Words were spoken and Rudolph tried to rip Garrett's helmet off. They got to their feet amid another player or two and Garrett rips Rudolph's helmet off and swings wildly one time and connects, one time In the mean time, Pouncey throws 6 punches and one kick to the head on Garrett who was being held down. Ogunjobe or whatever, needlessly knocks Rudolph to the ground. Suspend Ogunjobe 1 game and the others 4 games each. The Gronkowski elbow to the back of Tre White's head was far more disturbing and a much bigger assault. But hey, he's a patriot and a fan favorite.
