Now this is a connection that makes sense.  Should be cheap and already has familiarity with the offense.  If he signs, he won't prevent us in any way from trading up for a guy.  He is pretty much the perfect bridge guy whether it is for a half a season or a season.  Or, a solid backup to a rookie if the rookie beats him out.

If the Bills sign Matt Moore, it means they are DEFINITELY trading up in the draft for a "big four" QB. 

There's no way that with a QB depth chart of Matt Moore and Nate Peterman, you're content sitting around until 21 and hoping you land a guy.

If Moore signs, it's a trade-up. Period.

He’s not that bad.  But with Moor as starter you can’t expect better than 8 wins.  Teddy Marchibroda once said this about backup QB’s:

 

”They’ll win you 3 games and then they’ll lose you 3 games.”  

 

That is Matt Moore in a nutshell.  Of course signing Moore 100% ensures the team is all in on a drafting a QB high.

This would indicate a trade up happening. Perfect guy for the quarterback room, good dude who knows the offense and could start 4-8 games if the rookie needs some time. This also hints at Rosen because he is the only guy really ready to start this season in my opinion.

Honestly, this makes sense if the Bills plan on going all in on a Rookie QB, ala trade up. Moore’s numbers are decent for a back-up and you don’t want a back-up pushing to start if you’re pushing all your chips in for the Rookie. You want a mentor and a guy who knows his role and yet, can fill in properly if needed.

But that wouldn't let them react to the thought of him. 

I like the idea because he will come cheap and allow them to go after other FAs where needed. He will be a caretaker if the rook is not ready.
