Phase 1 shall consist of the first two weeks of the Club’s offseason workout program....Phase 1 activities shall be limited to strength and conditioning and physical rehabilitation only.

During Phase 1, only full-time or part-time strength and conditioning coaches, who have no other coaching responsibilities with the Club, shall be allowed on the field; no other coaches shall be allowed on the field or to otherwise participate in or observe activities.

No footballs shall be permitted to be used (only “dead ball” activities), except that (1) quarterbacks may elect to throw to receivers provided they are not covered by any other player; (2) kickers, punters, PAT/field goal holders, and long snappers may use footballs on the field for kicking, punting, snapping or holding without the involvement of any other players; (3) returners may field punts and kickoffs provided they are not covered by any other player; (4) JUGGS machines may be used for pass catching, punt returns, and kickoff returns.

Players cannot wear helmets during Phase 1, except that players using JUGGS machines may wear helmets for safety purposes if the player so desires.

From the CBA, what they can and can not do during Phase I

so , lifting some weights and run on treadmill?

They can do more than that - see post above.

I went through all 96 photos and didn’t see Tre White, Oliver or Diggs. Maybe I skimmed too fast.

I didn't, either.  Another notable absence was DL DaQuan Jones.  Now of course, just because a guy wasn't photographed entering the building, doesn't mean he wasn't there.  IIRC, Diggs didn't participate in the first stage of OTAs last season either?

I did see a lot of faces I didn't recognize

it's in the 40s, raining and windy. They probably prefer to stay in better weather

That could be part of it.

But Diggs in particular seems to work out, off season, like a little demon.  It could be he sees OTAs and their restrictions as detracting from that.

April in Buffalo is the worst.  Everywhere else it's warming up, trees are in bloom, birds are singing.  I very well remember Aprils in Buffalo -- 42 degrees and clouds and rain.  And this is when players come back for their first offseason activities.

Too bad the CBA doesn't allow this part of the offseason schedule to be done in May, when Buffalo turns beautiful.

You unfortunately missed last week's temps. 60s-80s almost all week with sunshine. Yeah a little rain over the weekend, but really not too bad in general. They do say that April showers bring May flowers. Also back into the 70s this weekend.

I'm glad you got a taste of nice weather.  From the looks of the photos of the Bills coming into the facility for the offseason program, it was long pants and long sleeves weather.  There were some shorts but there were also some pretty warm looking sweaters.

Anyway, it's normal for the weather to be variable in the spring, but overall it's pretty depressing in April there.  (Like many others I no longer live in Buffalo, but I still consider it home.)

Winters in Buffalo aren’t the problem. We have the worst spring. Everything is gross, brown, and wet. Garbage is still being uncovered from bushes and snow piles. It sucks.
