I mean there are special rules the refs have if a team is actually doing something like this that give them a lot of leeway with what they can do all the way to potentially making a team forfeit. Since the clock was running, they could have waited until 10 sec were left on the clock and just intentionally false started for the 10 sec runoff and end of half.
