But Miami (alone) has Brazil as an international home market, so it might. As mentioned earlier, it also has a large Brazilian ex-pat population. Actually this is a way to extend the regular season to 18 weeks. I would expect the 2 Wednesday night teams would have the weekends before and after off. NFLPA has more concern about getting players off fines and suspensions than their health proven by them objecting to safety equipment being made mandatory.
