Well, if they steal over that amount (in MSRP) then they’re required to file a 1099 form with their tax Returns and are subject to state and federal taxes on the amount OVER the MSRP. The main reason is that people believe that police do not stop crimes, merely report it and investigate after the fact (excluding riots). The current democrat talking point is that they will replace Law enforcement with social workers. Ironically, they are protesting to make citizen arrests the norm.
