If they bid on marketing rights elsewhere, they would probably lose that. Well, if you mean another team can't move to Toronto due to the Bills territorial rights, than yes. But that's clearly not what this thread topic or the link in the OP is talking about. It's about marketing agreements between and a country. The Bills are free to apply to such agreements with any of the countries in the NFL's pool of such countries.
