Maybe as the Starting QB, he is spending more time prepping for the upcoming opponents with his teamates, where as the backup he could spend more of that time studying NFL defenses and learning reads? I was expecting progress after start 12. And compared to Green Bay, his progress has been good. Honestly this is what I wonder about with this game watching it he wasn't all that inaccurate but a bunch of short passes would be bad if he had something deeper that he didn't throw to. The Minnesota game looks like the anomoly at the moment.
