He played 16 snaps and is a great blocker by all accounts.  All 3 tight ends were on the field for this play and the D may have thought we would run.  To send Hawes down the seam and target him was unexpected for the D and worked well.

You don’t want him in ONLY for running plays. You’ll tip your hand to the defense, he has to run routes as well.

I believe both Kincaid & Knox were also on the field as the Bills went with 3 TE's.  Both Knox and Kincaid went to their left making it look like a short screen while Hawes went straight down the field on a seam play.  From what I could see that was a cleverly designed play by Brady taking advantage of the Bills early game short passing to the boundary.

We heard he can catch as well, and if he is known mostly for his blocking, it might catch teams off guard when he gets down field.

Totally uneducated guess. 

He is in for pass pro on a passing down. Nobody expects him to run a route, they expect him to stay in and block for Allen. It isn't a trick, as we have seen with Cook, the staff puts a premium on the ability to pass protect on must have passing downs.

Because they’re inside the 30 with a fresh set of downs coming off of a turnover. Knox and Kincaid were also on the field - it was a three TE set. 
 

They had the flexibility to run the ball if the Ravens gave them a look they liked. 
 

Hawes was open, so Josh threw him the football.

If you watch the replay, everybody running a route is going half speed. Coleman is doing an over exaggerated "I'm open" thing. So I think it was designed to go to Hawes and basically almost like a trick play where they were thinking the Raven just wouldn't be expecting that play to the player.

He was on the field quite a bit in three TE sets.  But to answer the question,  it may be that they think he can be more than just a blocking TE. 

 

Sometimes,  when you draft a rookie,  they're better or have more potential in certain aspects that you didn't necessarily expect.  At the time he was drafted,  if you'd have told people that,  at the start of his 8th NFL season,  Josh Allen would be the Bills all time rushing TD leader,  most of them would have laughed at you.

The OC uses multiple sets and groups of skill players. Perhaps the fact he was single covered and had inside position and is a strong blocker allowed him to get free. Perhaps because you didn’t expect him to be featured on the play .. is why he was featured on the play. He used all three TE’s very effectively. I’m confused why you are confused 🤔.. and yes it will happen again. Or will be used to set up another variation from that personnel group.

And now for the rest of the season, even when we're in a 3 TE set, the defense will have to respect our 3rd TE blocking deep threat.

This gets overlooked so often somehow hahaha literally the OCs whole job is to do things the DC won’t expect…he was probably out there because a DC wouldn’t expect him to catch a pass in that situation..  you lull them to sleep blocking well all night then you’re open late

Reporter: Hi Coach, the play did work and helped with the game but fans feel you shouldn't have even tried it.  How do you respond?

Forget who had the breakdown on TV but the Bills' formation with Keon left and 3 TE's caused Hamilton to play with outside leverage on the WR leaving the middle open for the seam route. Once Hawes crossed Wiggins face to the middle of the field there was no way Hamilton could get there in time and no way Wiggins could physically play through Hawes. Ofc Josh needed to throw it just at the break, believing Hawes would get the seam. It was superb design and execution there and it needed to be.
