Yes waivers. Because after a certain point in the season, ALL player go through waivers. It's why NE waited this long to release him.

References I read say that with more than 4 years of service, IR players released with an injury settlement don't go through waivers, and are immediately able to sign with another team. They cannot sign with the team that released them for the remainder of the season.

One Buffalo
https://operations.nfl.com/updates/the-players/nfl-waiver-system-overview/ Quote Except in rare incidents, the waiver period lasts 24 hours and all waivers are categorized as “no recall” and “no withdrawal,” which means once a club waives a player, it cannot take the player back or change the player’s status. Quote Once a club waives a player, the 31 other clubs either file a claim to obtain him or they waive their chance to do so (thus the origin of the term “waiver”). Clubs are assigned players on a priority basis. From the first business day after the Super Bowl until the day after the third regular season week, assignments are based on a claiming order that is the same as the order in which clubs selected in that year’s Draft. From the beginning of the fourth regular season weekend through the Super Bowl, assignments are based on the inverse order of their win-loss record. For example, a team with fewer wins will be awarded a player off waivers ahead of a team with a better record. If a player passes through waivers unclaimed, he becomes a free agent. Quote From the trading deadline through the end of the regular season, vested veterans are subject to the waiver process. If Josh Gordon says he doesn't want to, and you do it any way, and he gets in trouble again, you look like garbage, not to mention that your team is worse off than not taking him, and you had been warned. He's already said he wants to land in a good supportive environment. Edited October 31, 2019 by Kelly the Dog

PetermansRedemption
Why is everyone so sure he won’t make it down the waiver wire? I would actually be surprised if ANY team claimed him. Has shown inability to stay on the field, wasn’t super productive in New England playing with the best QB in history and obviously did something to piss of the Pats. If Belichick thought he was rehabilitated and could play he would have waited the extra week and not IR’ed/released him. There’s a reason he isn’t a Patriot anymore and it isn’t because he’s healthy, productive, and stayed out of trouble.
