You do throw to a space you expect the wideout to be. However, the QB does determine what space he thinks will be open based on his progression. He chose to throw to the space where the 3 defenders would end up. He forced it to Hill because nothing was open and he isnt athletic enough to make anything else of the play. He is 100% a system QB.
