No, it just means they don't have enough evidence to convict him. The hardest thing to do is say "I don't know" but that's all we can do in this case. DeCreep Watson wasn't criminally prosecuted yet still paid a lot of money because of his creepism. So you are telling me if a guy went out to a bar looking for a fight and then you found out later he got in a fight and ended up in the hospital that you would be saying he played no part in that happening?
