I think this is still a building year as McBeane see it. The realities of W-L may bite them if things don't go as planned this year, but this roster is still not SB quality and I'm sure they (and the Pegula''s) know it... This is a developing year, not a rebuilding year. I suspect the McBeane team is doing things the way most successful GMs operate: Try to win now, without selling out the future. Grow, get better this year, but still keep your eye on the future. Barring a significant jump from Allen.
