It is purely on the QB when he hangs onto the ball for 10 seconds. Goodwin was open for perhaps a second after the pocket had broken down, and EJ was already into the scramble drill, and he was isolated away from the saturated play side of the field. EJ hasn't been perfect today, but that's not a play I'm going to hold against him. And he's still the best quarterback on this team.
