I have operated in the area where these were recorded. The US, nor any other country that I'm aware of, does not operate nuclear facilities in international waters. Considering that this thread is 167 pages long I thought that it was of most importance to note that for the first time ever the Navy is claiming that they have absolutely no idea what these sightings were but that they do believe that they were something real. Those operations have nothing to do with the closed San Onofre nuclear power plant, which is on the mainland, south of the city of San Clemente, (not the island), and was run by Southern California Edison. the Navy does not defend civilian nuclear power plants. Very few aircraft operations are conducted on San Clemente Island. Years ago we would use targets there, but environmental pressures have pretty much ended that, and even then it wasn't used much. The area that those FLIR images came from is called the SoCal Operating area, and is where carriers operate during work ups for Pacific cruises. It is international waters. Anyway, not trying to be impolite, but linking these recordings to a suggestion that there is some nuclear component is a non starter. It seems like they're crossing wires with that statement. The UFO debate certainly highlights the need to believe in something beyond. It always has. But that's been discussed to death. It's lazy to deflect to that. This report doesn't highlight that. It highlights a shift in the government's handling of public perception around such events. That part of it (and what the government believes and is willing to disclose) is more interesting than simply continuing the discussion around why members of the public believe. Basically, it figures out which distant planets were positioned in such a way that they could observe earth transiting across the face of our sun. Actually, "math" would suggest the universe is teeming with life. Now, as to the Fermi Paradox, "where is it, why haven't we seen it?" well that's a different issue entirely. There are plenty of interesting theories on why that should be, even if the universe is filled with life. My current line of thinking is that highly intelligent/advanced life may not be nearly as common throughout the universe as we might think. Like we might be the most advanced/only advanced civilization in our galaxy, perhaps. If that's true throughout the universe, it could help explain why we haven't been visited. The question is what is the broken link in the chain of the Drake Equation. No one really knows, but it gives rise to interesting discussion.
