I’m leaving out the RBs, but here are the TEs and WRs that matter listed alphabetically:

Moore

Palmer

Samuel

Shakir

 

I’m honestly interested in what people think. I’d put Shakir first, but not by a wide margin. 2-7 could go in almost any order IMO.

I'd like to see Coleman take a step or two up this season and be a reliable WR #3. Same for Kincaid: be a consistent target. Love Knox as a teammate and he makes some acrobatic catches but I don't think he's a consistent threat. Samuel has a lot to prove later in his career. Moore I think can get use 600 yards of so because he's done around there many times before.

I think we have two good and reliable options right now; would like to see four.

I did it in tiers and there is some movement within there (or could be). Shakir is the one guy that I think is “safe” so I put him in his own tier. He doesn’t have the highest ceiling but absolutely has the highest floor. He’s a really solid slot. He’s prime Beasley but better after the catch. 
 

Kincaid has been a disappointment. Joe Marino this morning went through a whole bunch of stats that should make us optimistic about a bounce back. He has the highest ceiling. Moore is a solid receiver and Palmer is too. They are both nice fits. They are pretty high floors with ceilings that are higher than where they have gotten to.

 

Samuel is a good playmaker. He’s good with the ball in his hands but not a great WR. He’s a slash and should be much better this year. His ceiling is higher than most of these guys. The best version of Samuel is better than everyone but Shakir and Kincaid. Coleman has a high ceiling but a low floor. The end of the year for him was atrocious. I realize that he was coming off an injury but he’s never open. It’s tough to ever be more than a role player if every ball thrown your way is 50/50. If he develops his route running and stops looking for contact, he can be a weapon. Knox always feels like he deserves a larger target share but for some reason never sees it. He has a nose for the end zone and is good after the catch. He’s a role player but a quality one. 
 

If you had a name to insert above Shakir, BTJ or Ladd, for example, how much better would this group look? That’s the past though. The group has a lot of role players and they offer different skill sets. Hopefully it is enough. If it isn’t, I’m fine pulling the trigger mid season again to get a guy (maybe Olave).

Kincaid - If healthy he'll be #2 this year

Samuel - Looked good after getting over foot problems, has a year with Josh and Brady's Offense

Palmer - WR #4 or #5

Knox - Mostly a blocking TE or injury "next man up"

I pretty much agree with this.  I think the Bills are hoping Coleman takes a very large step forward. If he does, he could leapfrog several players in front of him.  Samuel was hurt by injury las season, but he would probably be in a similar role to Elijah Moore. and Moore is both younger and cheaper.  That puts Samuel's roster spot in jeopardy.

@BarleyNY I like the premise but need a bit more background.  Is it target share; overall ability; what we think target share should be?

I think Knox is pretty clearly the bottom and as you said Shakir pretty clearly the top.  Kincaid was comfortably number 2 last year so have him retaining that.  At 3 is where its super cloudy to me.  Coleman was number 3 but I think Palmer takes all of Hollins targets and most of Coopers to be number 3 this year.  People (@Kirby Jackson and @Nephilim17) who have Moore at number 3 are interesting to me.  If Moore was so high up the list then why was he deprioritized this offseason?  Also why is palmer, who they rushed to get a bigger contract, gonna get less targets (palmer seems a much higher priority)?  So I have Samuel and Moore being very similar.

I think you have to tier them (but I'll rank them inside each tier too):

 

Tier A

Shakir

Palmer

Samuel (when healthy)

 

All "proven" WRs who put up respectable enough numbers and are known commodities. Outside of injury, you shouldn't get surprised here on what you get.

 

Tier B

Kincaid

Coleman

Moore

 

All high round draft picks who show a lot of potential but haven't had the volume or opportunity to be "the guy".  Lots of upside potential here but unrealized at this point in time. I like that the Bills have guys in this tier because one of them very well pop off and rocket to the top of tier A by the end of the season.

 

Tier Knox

Dawson Knox lives here. He's fine.

As far as I'm concerned, for this upcoming season, these guys are only here for drunk retirees to call in to WGR from ~6-9:30 and blather about how we need to "give them a shot". Realistically, they should only be active on gameday if it's the preseason or something horrific has happened to the WR room.

Why are you leaving off the RBs?  They were 20% of the passing game last season.

 

Let’s also clarify what are his best options for what. Most frequent target? Most yards?  Most likely target to get a first down? Most like target in the end zone?  Most likely to WR to catch a deep pass?

This is a hard exercise because we have to read Brady's mind and guess how he'll use these guys.  And I know from how often I disappoint my wife, I'm a terrible mind reader.  But here goes...

I think Moore caught a lot of balls but not for a lot of yards. I think that he gets open better than most on the Bills. He also can get down the field even though he hasn’t been used to do that much in the NFL. He to me, feels like a guy that will be better in a Bills uniform than before. 
 

Disclaimer: I was a fan of his coming out so I’m sure some of my feelings are still driven by that.
