All 3 are different players. but to argue one is better than another... well... there are arguments for and against each side of this and to be honest OP? i think this is a dumb statement to make. Any team with a solid QB would use him this way--especially with you only have 1 other threat out there (first Woods, then OBJ), maybe 2 (Jefferson). Kupp was 2nd in yards before reception to Jefferson, ahead of woods and OBJ). He did lead the WR in YAC by a small margin. It does seem that the addition of Stafford changed the way Kupp was used. He got a lot more targets, despite the Rams having similar number of pass attempts the year before with Goff. May also have been a function of Woods being out. In San Fran with a decent QB, sure. In Green Bay, definitely. But he is a WCO guy. An exceptional one, but to put up those sort of numbers he needs to be in a WCO. He'd still be good in Buffalo, because he is a great route runner, has decent speed and good hands. Other than those two metrics, I don't know how you'd compare other traits to come up an assessment that one is better than the other.
