All types of people do drugs, blacks get arrested way more for it though

It is GOVERNORS RESPONSIBILITY to keep LAW AND ORDER in their STATE.

IF THE GOVERNOR CANNOT KEEP LAW AND ORDER, THEN ASK HELP FROM THE FEDERAL GOVERNMENT!
