Does it really matter? It's the Dolphins, Josh is going to smoke them no matter who is playing for them.  It's not like the Steelers haven't gotten blown out by the Bills regularly the last few years.

I not sure. Minkah quit in that playoff game vs  Baltimore last year.

Steelers win in position value.   Dolphins win in not having to pay Ramsey 78 million dollars over the next four years, and get better on the back end of the defense.   Both guys are up there in age so we will see how it plays out.
