As Shaw66 wisely points out, it's a week-to-week thing.

Like many others, I'm also disappointed we didn't get that true deep threat.  However, we added another guy that excels against man coverage.  We have a good mix of players that excel at 1 or the other, and some are good against both.  Moore is another guy, that if he lines up as your 3rd or even 4th guy, good luck lining up your CB3 on him one on one.  He's still a very young guy, who will likely reach whatever his potential is here.  What that is, we don't know for sure, but I would bet, it's better than what he's done to date.

If you look at Palmer and Moore you have to look at their situations.  Moore has never had a quality QB throwing to him, and Palmer comes from. Greg Roman offense.  I think Brady’s schemes are more receiver friendly.

He's been in two of the worst organizations in football the first four years of his career. The Jets are a dumpster fire and the Browns despite some talent aren't that much better. To go from two bottom five organizations with terrible QB situations to a top 5 organization in the league with a top 3 QB is about as big an upgrade as a WR can get. The rather low risk gamble that Moore can be a impactful player is a good one.

His playing time will likely go down here , but it's not as if post-draft WR opportunities are plentiful either.  Lockett signed right before the draft, but the amount of jobs goes down significantly post-draft.  Then factoring in which of the potential available jobs are not... teams like the jets and browns, and what you might be able to even carve out as a role - there really weren't a lot of spots for him.

It's not like the WR room is "stacked" after Shakir there's likely going to be opportunity for snaps. I do think there's a chance Samuel settles in as the WR4 "gadget" player while there's a competition for two "outside" (for lack of a better technical term) WR slots between Keon, Palmer, and Moore. And it's not impossible that there's either an injury that slots up Moore or that Moore if he has a really good camp can displace Palmer or Keon.

As you said it's not like with the draft occupying a lot of slots on NFL rosters and cap space dried up that there was going to be much better of an opportunity for Moore. He's getting a shot to displace starters in a very good system.

Big if true.

Think about it, he could cover first 10 yards in 1 second which would create nice separation.  Is that even possible?

I agree and will also add that Justin Herbert might be the most overrated QB in the league.  When he first stormed into the league his rookie year, Adam Schefter was acting, like for certain, this guy was going to be a 1st ballot HOF. The guy has a big arm, and can definately make some great throws, but he's average when it comes to reading defenses. Reports are, that he missed Palmer a bunch.  Like most guys, I expect Palmer's numbers to receive a bump.   Give me 4 or 5 WR/TE's with 700/800 yds a piece.  That's a lot more dangerous than one that can get you 1500

I'd say Samuel is more likely to get snaps outside, but buffalo does a lot of 3x1 stuff so you can mix moore, shakir, and kincaid in sets with Palmer, Coleman, and Samuel.

He played pretty poorly in their playoff game last year.  His sack rate went up (kind of a hallmark of a roman offense), turnover rate was down (another hallmark of the roman offense).  They ran the ball a lot more, and a lot more effectively than any other Herbert led offense.  I think they got away from all the checking down he did with ekeler and allen, but it's that same Roman offense that doesn't really attack the middle of the field.
