A lot of higher-end cars have moonroofs on top like that. It's all tinted glass.

From that distance and resolution, it's not clearly anything.  Not saying it isn't, but not clearly is.  Would be a coincidence for the wheel to look exactly like a Tesla but be on a gas car.  All kinds of weird stuff with this one.

Its not very clear but it does look like an engine to me.  That also looks like a muffler and some exhaust pipes which electric cars also wouldn't have.

Just saw a video of the car flying thru the air, it looked like it wasn't more than 6'-8' off the ground but it was airborne for maybe 100'.

 

The Gov is saying no indication of terrorist activity.

 

Driver was known to be at the casino prior to the wreck.

and based on the video. It appears they were on the US side and crashed into the booths heading into Canada. From what it appears. My personal opinion.
