It's a meaningless graph. For one, count how many playoff teams are positive and how many are negative on that index.

We haven't really added anyone besides Josh Norman (who PFF does not like). We have lost Shaq Lawson, Kevin Johnson, and Jordan Phillips.

We have a whopping three moves so far, and have somehow decreased by 3 percentage points...

- We signed Josh Norman, who very likely could be a depth move and not even a starter on this team.

- We re-signed Quinton Spain, which would be a total wash since he was on the Bills last year.

- We lost Shaq Lawson, who according to PFF wasn't even a Top 100 free agent.

We havent lost Jordan Phillips yet... and if they were counting all free agents why arent the Patriots lower. If thats the case they should be way lower cause that means they lost Brady, Van Noy, Collins, and Dorsett

This graph isn't about the past. It's about how much teams have improved or gotten worse. If anything, that points to the graph being more accurate, as non-playoff teams tend to have more money to spend.

I don't see the point in getting angry at the graph. The graph charts a WAR stat, and has been updated with today's moves, they'll keep updating it as more moves happen. 

You don't have to like the stat or anything, but they're staying in their lane - they're just charting their stat. You wouldn't expect them to do anything different. You guys are reacting like they're publishing articles titled "BILLS TO SUCK 2020, BASED ON WAR PROJECTIONS"

They are well aware that free agency hasn't even started lol

That's part of why it is meaningless. I didn't say it was inacurate. And besides, you can't quantify such a thing until you actually see them playing games.
