If you've got Stef Diggs, Courtland Sutton, and Curtis Samuel (not to mention Khalil Shakir and Dalton Kincaid) - you're not spending a 1st on a WR. One of those guys isn't getting many reps as WR4 (not to mention pushing Shakir to WR5). And you're not giving up that kind of assets, Draft pick and financially, for that role. We got Samuel. Now we get our Thomas/Mitchell/Legette type X and we're heavily upgraded from last year, while being able to utilize all 3 regularly.
