I do believe that it could have been because it was said that it was going to be totally transparent & very few if any politicians were aloud the time to read and understand what was in the bill before rushing to get it through congress . Then saying it was free along with saying you could keep your Dr. and not have to change your group you were in when that was not true at all ! Also the fact that if you chose to not take it you were fined because they wanted to force you to take it weather you wanted to or not .
