He's great there, but not really a "scene stealer"--he's a lead/primary character in that show.  Has to be someone who has an arc in the life of a show or a season of it and is gone--but makes th absolute most of his/her appearances.

Brooke Shields was great in That 70s Show in the few episodes she was in

If you are thinking Seinfeld, then you've got to go with Wayne Knight as Newman......usually only on for one scene in a show, but he always said or did something memorable!!

Agree on Luger; Levine (as Insp. Luger often times referred to him as) and Nick Yemana were regular cast members.
