Allen is quite athletic and quite mobile, and not just compared to other QBs. He is quick and shifty for his big size, and a fairly legitimate running threat, in a way that Peterman is not. Maybe you bring Allen in for a Hail Mary if you haven't cross mid field. What else do you run with Allen but not Peterman without tipping your cards? The difference is JAckson can pass (arguably) and hes definitely a run threat. You can run option plays, designed QB runs, or let him execute the standard offense.
