Former cheaters. Like they say in Training Day, a good narcotics officer will have narcotics in his system most of the time. There are countless examples from other popular movies where those most effective in thwarting rule breakers were on the other side of the fence not so long ago. Beverly Hills Cop, Silence of the Lambs, etc. It stands to reason that if you empower the most prolific violator of the TOS and effectively render them above the law, that they will be the ideal moderator.
