IMO, Miller will start in Incognito's LG spot. Miller sucked last year in a zone scheme or whatever scheme Dennison attempted to run. Going back to a power run offense, if that'll be Daboll's offense, would benefit Miller. If Daboll runs Dennison's offense, Miller is gone.

Allen never had a QB coach until last year and has been working with Palmer this off season and reports say that he has been helping him a lot. It just makes sense to sign Palmer to be Allen's personal QB coach, Culley can stay on and work with McCarron and Peterman. Daboll has enough on his plate being the OC, he doesn't need to be a QB coach for a rookie too.
