The ref that had it short was actually the correct one in that case, but the guy at the top of the screen was waving for the chains to move, first down. Don't know why he had authority there, or maybe he just took control.  The tech to spot the ball is still faulty though, it only measures where the ref placed it, not the tip of the ball’s farthest gain.
