The interim GM is the guy Davis initially wanted to hire but second guessed himself. They changed the rule. Even if your interim GM or coach is a minority, they must interview a minority candidate from outside the organization. I didn't know that until someone recently explained why the Raiders couldn't just sign Pierce to a new contract until they interview a minority candidate from outside the organization. Updated Rooney Rule: Clubs must conduct an in-person interview with at least one external minority candidate for any GM or head coaching interview. Clubs must continue to consider multiple diverse candidates. Clubs must maintain complete records and provide them to the league upon the Commissioner's request. It puts hiring teams waaay behind the 8 ball for free agency and to a lesser extent for the draft too.
