I've seen a possible explanation for this -- the "documents were lost or stolen" is going to turn out to be an advance cover story for a suspicious leak of the documents from an unknown person to Rudy Giuliani or someone of that ilk. For example, when my bosses son got pinched for transporting child porn, the media was stored and exchanged on several external hard drives that he was carrying. Its plausible.
