Myles and Mason are both upright and the Mason helmet grab and smash by Garrett begins while Mason is coming off the ground. Bolded is the fuel that drove Myles into rage mode which deserves the suspension he got. To let Mason off with zilch at this point is not justified. A fine means pretty much nothing at this point. Pause the video at 1:26, Myles already has a grasp of his face mask and mason is lying on his back, you can see Mason's ankle between the refs legs starting to extend towards Myles groin.
