It's essentially them saying "we have a 3.43m offer that we'd sign him to". If he signs elsewhere for less before 7/22, they're compensated at the value of 3.43m. He has another 3 months to decide whether he wants to play for them or play for someone else. And i'd doubt things would drag out another 3 months even if he wasn't given that tag.
