As lots of people mentioned, CBS and FOX can cross flex games. The reason it was done this week is probably because FOX has the NYJ-SF game, and the 49ers were the only team of the 4 expected to be good, & FOX wanted to keep that one over the Giants. What I found most interesting is if you click on the map link it says that Utica switched from NYG-Chi to the Bills game. Pardon my ignorance, but I thought the Giants were popular in NYS east of Syracuse.

The NFL would never allow one entity to hold the entire rights. An exclusive streaming deal will almost certainly be done with TNF or MNF first. I think we're a long way off from a streamer getting exclusive rights to CBS or FOX's Sunday package.

CTV Toronto typically simulcasts every Bills game. The years that they stank they would start simulcasting the other 1pm, usually from FOX, once the Bills were eliminated from the playoffs, and the Bills game would be on CTV2. Primetime games are on TSN.
