You are making him sound worse than he is. He is a good HC. Great QB or not, he helped change the culture. I'm definitely not against a change. But they can't get desperate and hire an inexperienced guy. The only HC I thought suited the Bills best was Belichick. But he's in North Carolina.

Good point. It might be hard to fashion the rule. the cleanest way to do it is “you basically have to be upright” in blocking a punt— like in basketball defending position.
