No one was harmed because of this "attack". Was it domestic terrorism? Absolutely. Doesn't change the fact that there were no immediate victims. Since that's true, which it is, you could easily make a case that Trump was personally injured the most from these "bombs". He was blamed (immediately, and still by you presently). It (possibly) slowed down early turnout for voters in elections where Trump's party is doing better than anyone expected. And the news coverage sucked the air out of several other, major stories which would politically help Trump's agenda (https://www.nytimes.com/2018/10/25/us/politics/medicare-prescription-drug-costs-trump.html for example).
