It would still be up to the DOJ/Sessions/Huber to bring formal charges however. They're coming. Just likely not until after the FISA report drops. Remember how intertwined the MYE report and the FISA/Russia investigation reports are. They've spent almost two years readying the evidence and laying the tracks for this plan... but the big swings will be timed for maximum political impact re: the midterms (imo).
