Rousseau is the only starting caliber DE on this team, so it makes sense he led the team in most DE categories.

Even if he wanted to leave (and if I was him I would, for the reasons you mentioned) he would be franchise tagged for 3 years and afterwards would be heading into a major contract extension in his mid 30’s. Only chance he leaves is via trade, and it would be the largest compensation for an NFL player in history. The Bills wouldn’t even start listening unless it’s 3X1s with some 2’s and 3’s sprinkled in there.
