    Keep it at 17 games. Then have 16 neutral games. So every team has one. That game should be afc vs nfc. The "home" team switches every year. Since you have a games that are far away you need 2 bye weeks. If you go to Australia you get a bye before and after. Get rid of one of the pre season games. Yeah I know owners will hate this. Goodell does not care about fair so this would never happen.
