In the Browns game they had off setting penalties for illegal contact by defense & Intentional grounding by QB. 

 

How can it be both? If the defender didn't make illegal contact, QB could have thrown to him, not ground it 🤷‍♂️

They're making a huge mistake playing him both ways. You make a big trade up for a guy, you expect him to make a big impact on side of the ball, not a middling impact on both sides.
