I don't really blame him doing what he did, but the NFL cannot sanction a player aggressively putting his hands on a fan, even if provoked like that. There is a fine line between that and a player action that seriously injures someone. There needs to be some sort of deterrent.... and that kind of fine won't harm Jackson's bank account.
