The new Denver stadium's initial estimate is over $2B to start. It will likely end up costing more than that once they start construction. So it's not that the Denver stadium has the roof and more seats and is still cheaper. The apples-to-apples comparison is between the initial estimates/budgets in which the Denver stadium is $600M+ more.
