From a logistics stand point it would make sense for it to be Arizona Winning team would be able to leave all their equipment, not to mention already have other logistics taken care of or have already started. A KC / CIN neutral site was contingent on a KC loss + CIN win in week 17. Only neutral site game would be a BUF/ KC matchup at this point.
