That includes holding up $$$ to investigate someone, even if it is a political rival. As someone who didn't vote for Trump, but who's long viewed the Intelligence complex and MiC with suspicion, that's what this is really all about. Unelected bureaucrats dictating foreign policy to the White House rather than the other way around. This has been THE standard operating procedure for multiple presidents of administrations past, on both sides of the aisle. Trump ran on challenging that notion -- and remember this. This was from January of 2017.
