Trump made no effort to include them his first two years because he didn't need them then. It's a no-brainer. Same could be said for some fiscal revisions to discretionary spending and entitlement funding. The Dems have done the math and are not coming to the table until they’ve imported enough people to guarantee them a PERMANENT voting majority.
