The DOJ can't talk about ongoing cases, even behind closed doors with Congressmen (especially when some of those ongoing cases are about some of those very same congressmen). As I understand it, some of the questions cannot be answered if the replies might compromise an ongoing criminal investigation (and let's face it, Strzok would not be unhappy about not answering them). Maybe they are there to tackle him if he attempts to answer those types of questions? (not that he would, not in his best interest) It is the same with many of the documents Congress keeps requesting. If they are part of an ongoing criminal investigation they cannot be turned over. It does make for great political theater for Congress to keep requesting what they cannot receive. I'm not sure whether RR is a good guy or a bad guy or just a guy just trying to survive a mess, but some of the documents he cannot turn over (although I am sure there is other stuff he can turn over he is slow-walking).
